3757397 - ASE hang due to rep agent consuming the engines threads

Symptom

During a high activity period the ASE server appears to hang, it is not possible to execute any command on it.

While checking the CPU usage using sysmon, it is possible to see the only engine of the server totally busy:

Engine Utilization (Tick %)   User Busy   System Busy    I/O Busy        Idle

Engine 1                       100.0 %         0.0 %       0.0 %       0.0 %

Checking the Replication Server queues will show a high traffic too, probably with huge transactions.
