3757566 - Transport of copies not imported immediately; previous toc imports only after new toc is created

• Creating a transport of copies (TOC) from a feature generates and exports the TOC from the development system; the TOC appears in the target system import buffer but is not imported.
• Creating a second TOC causes the previous TOC to be imported while the latest one remains pending in the buffer.
