Symptom

Environment

Reproducing the Issue
- Log in as User A.
- Use the global header search (or Directory Search).
- Search for a target user who is outside the searcher's target population (ex: User B).
- Observe that the target user appears in search results.
- Click the result and note the message: "You don’t have permission to access the profile content" is shown
- Use the RBP Troubleshooting tool to confirm there is no User Search permission for User A whose Target Population is User B.
- Go to Target Population Search.
- On Access User, put User A
- On Permission, search for User Search.
- On Target User, put User B.
- Click Search and confirm that there is no results.
Cause
The searching user has Admin Overseer or Super Admin access via Manage Super Admin Access.
Resolution
- As of 1H 2026, the Admin Overseer and Super Admin on Manage Super Admin Access page are auto-granted User Search with a target population of everyone, allowing them to find all users regardless of RBP target population.
- Note that profile content access still follows RBP target population.
