3757858 - User can search for a User Outside their Target Population in SuccessFactors

Symptom

Upon 1H26 Release, a user can search other user that are not within their target population. When opening the result, the message "You don’t have permission to access the profile content" is shown.

Environment

SAP SuccessFactors HCM Core

Reproducing the Issue

  1. Log in as User A.
  2. Use the global header search (or Directory Search).
  3. Search for a target user who is outside the searcher's target population (ex: User B).
  4. Observe that the target user appears in search results.
  5. Click the result and note the message: "You don’t have permission to access the profile content" is shown
  6. Use the RBP Troubleshooting tool to confirm there is no User Search permission for User A whose Target Population is User B.
    • Go to Target Population Search.
    • On Access User, put User A
    • On Permission, search for User Search.
    • On Target User, put User B.
    • Click Search and confirm that there is no results.

Cause

The searching user has Admin Overseer or Super Admin access via Manage Super Admin Access.

Resolution

  • As of 1H 2026, the Admin Overseer and Super Admin on Manage Super Admin Access page are auto-granted User Search with a target population of everyone, allowing them to find all users regardless of RBP target population.
  • Note that profile content access still follows RBP target population.
