3758369 - Service Layer returns "Not supported query option" when the system query option is URL-encoded

Symptom

When executing an OData request using the Service Layer with the system query option (for example: $apply), the request fails if the option name is URL-encoded (for example:  %24apply).

The Service Layer returns the following error:
