3758579 - Budget Error Triggered During Journal Entry Reversal Due to Positive Budget Consumption

Symptom

During the reversal of a journal entry, a budget availability error occurs, indicating insufficient budget defined on the project or Work Breakdown Structure (WBS) element. However, the original journal entry posting, which created a negative cost, was allowed without any budget check error or warning.

Reproducing the Issue

  1. Post a journal entry that results in a negative cost on a WBS element that has no budget in the relevant fiscal year.
  2. Attempt to reverse the journal entry using the standard reversal process.
  3. Observe a budget tolerance error (for example, FCO_AVC_PS002) during reversal.

Cause

  • The original journal entry created a negative cost on a project or WBS element. Negative costs do not trigger budget consumption, so the budget availability control did not perform a check or raise an error during the initial posting.
  • When reversing the journal entry, a corresponding positive cost is generated on the project or WBS element. Positive costs are subject to budget availability control, which checks the defined budget. Since no budget was defined, an error regarding insufficient budget was raised during the reversal process.
  • This behavior reflects the current design of budget availability control and is consistent with system functionality. It is not caused by incorrect configuration or unexpected behavior.

Resolution

To proceed with the reversal, define a minimal budget on the affected project or WBS element for the relevant fiscal year. Once a budget is in place, the journal entry reversal will pass the budget availability control without errors.
