3759081 - Agency can forward a candidate before existing agency ownership expires – Recruiting Management

• A candidate already under active ownership by one agency can still be forwarded by a different agency before the ownership expiry date.
• The second forwarding creates a new ownership period, resulting in overlapping or conflicting ownership windows.
• No error message is displayed when the second agency forwards the candidate.
• Issue confirmed by audit/reporting of forward dates and calculated ownership expiry based on agency ownership duration.

SAP SuccessFactors Recruiting Management

1. Configure Agency advanced ownership to “Ownership for duration” and define an ownership duration (for example, 90 days). Optionally enable “Reset ownership clock with newest submission”.
2. Have Agency A forward a candidate to a job so that Agency A owns the candidate until the configured expiry date.
3. Before Agency A’s ownership expires, have Agency B attempt to forward the same candidate to a job.
4. Observe that Agency B is allowed to forward the candidate even though Agency A’s ownership is still active, and a new ownership period is created for Agency B.
5. (Verification) Run a candidate ownership/forwarding report to compare forward timestamps and calculated expiration windows for both agencies.

A confirmed product gap allows a previously owning agency to forward a candidate even when another agency currently holds active ownership, under scenarios where agencies had prior expired ownership and one agency later re-gains ownership.

Example:

• Agency A previously owned Candidate X, but the ownership already expired.
• Agency B also previously owned Candidate X, and that ownership expired as well.
• Agency A submitted Candidate X again and regained ownership.
• Despite Agency A having the current ownership, Agency B was still able to submit Candidate X.

The solution of this issue is currently under investigation by Engineering, and the tentative deployment date is July 20, 2026.
