3759323 - FCO_AVC_PS002 when changing material group or WBS in Purchase Requisition triggers availability control check

• Error FCO_AVC_PS002: “The budget tolerance limit of 100.00% for WBS element has been reached.”
• When changing the Material Group of an existing Purchase Requisition item, the system performs a new budget availability control check and blocks saving.

SAP S/4HANA Cloud Public Edition

1. Open the Manage Purchase Requisition app and select an existing item that is assigned to a WBS element.
2. Change the Material Group to a different one (that maps to a different G/L account).
3. Save the item.
4. The system re-checks budget availability and raises FCO_AVC_PS002.

• Availability Control (AVC) evaluates budget on the combination of WBS element and G/L account.
• Changing the Material Group can change the derived G/L account; this initiates a new AVC check for the new WBS/G/L combination.
• If the available budget for the new combination is insufficient, the system prevents saving and raises FCO_AVC_PS002.
• Changing the assigned WBS (including to a sub-WBS) is treated as a different WBS and also initiates a new AVC check.

1. Set the Purchase Requisition item to closed and save to reverse commitments for the old WBS/G/L combination.
2. Change the Material Group (or WBS, if required), remove the closed flag, and save to create commitments for the new WBS/G/L combination.
3. Alternatively, ensure sufficient budget exists for the target WBS/G/L account combination before changing, or use a Material Group that does not change the G/L account.
