3759575 - IBP: Finite Heuristic creates receipts of a different source instead of using available projected inventory

Symptom

When running finite heuristic the available projected inventory (stock) is not used, instead new receipts are created on a difference source of supply, for example:
 
Product 1 LocationA – demand = 100
LocationSourceX – Projected inventory = 100
LocationSourceY – Projected inventory = 0
 
Instead of using the projected inventory available at LocationSourceX to supply locationA, new receipts are created on LocationSourceY.
