3759649 - I cannot remove the preferred level after disqualifying a supplier

Symptom

I receive an error when trying to remove the preferred level from a supplier after updating the supplier as disqualified.

Error:
Cannot set preferred level since supplier is not qualified for the matrix

I first mark the supplier as disqualified and then attempt to remove the preferred level, but the system does not accept the change.
