3760287 - Metric field is not visible in Signature and Completed steps of Performance forms

Symptom

After the release, when none permission is provided to goal-details in a Performance form and the form is routed to a Signature or Completed step, the metric field is not visible on the side panel, even though read permission is provided to it in the goal plan.
