3760292 - Error: "Bad Request: 400 PaymentProposalID already exists" when sending Payment Proposal from SAP ERP to SAP Business Network

Symptom

When I send a Payment Proposal document from SAP ERP to SAP Business Network (BN) through Managed Gateway for Spend&Network, the document fails with the error:

Bad Request: 400
PaymentProposalID already exists.

The ProposalID is generated by the report ARBCIG_PAYMENT_PROPOSAL_EXPORT. I send the first event with the operation "hold" because the payment document on the SAP ERP is blocked. After the block is released in SAP ERP, the standard report sends a second message with the same Proposal ID and operation "new", which fails with a duplicate ID error.
