3760906 - 360 Review Participant shows "declined (incomplete)" after Manager Change despite decline disabled

Symptom

  • In a 360 review, a manager appears as having declined feedback even though the decline option is disabled in the template.
  • Evaluation Summary shows status "Declined (Incomplete)" for the manager’s participant form.
  • In some cases, the participant form audit/comments display "System: auto-declined".

Reproducing the Issue

  1. Proxy in as the administrator responsible for 360 reviews.
  2. Go to Reviews.
  3. Select All Forms and locate the specific 360 review form.
  4. Open the form and check Evaluation Summary: the manager’s participant entry shows status “Declined (Incomplete)”.

Cause

  • A manager change for the subject of the 360 review initiated the Document Transfer and Change Engine job.
  • The 360 template option “When transferring 360 documents from old manager's inbox folder to new manager, do not auto decline old manager's participant forms in evaluation.” was not enabled.
  • As a result, the old manager’s participant form was auto-declined during document transfer, even if the template’s manual decline feature was disabled.

Resolution

  1. Verify whether a manager change occurred for the subject and that document transfer ran around the time the status changed.
  2. Review the 360 form template settings and locate the option: “When transferring 360 documents from old manager's inbox folder to new manager, do not auto decline old manager's participant forms in evaluation.”
  3. For impacted forms that already show “Declined (Incomplete)”, use the “Restore Completed 360” tool to reinstate the old manager’s participant form without relaunching the entire 360.
  4. To prevent recurrence, enable the above template option before launching or transferring 360 documents so that participant forms for the old manager are not auto-declined.

    Note: If you perform 360 document transfer via People Profile, the following template options are not supported:
  • “When transferring 360 documents from old manager's inbox folder to new manager, do not auto decline old manager's participant forms in evaluation.”
  • “When transferring 360 documents which are in evaluation stage, add new manager as a participant. (If new manager is a removed participant, they will be re-added.)”

Be aware there is no supported way to retrospectively confirm whether the option was enabled at the moment of launch; review and document template settings prior to launching forms.
