3761408 - Why did the failed Pub/Sub transaction not trigger any retries?

Symptom

I have set x number of retries for failed Pub/Sub transactions, but the failed transaction did not trigger any retries
Invalid return code received and the failed Pub/Sub transaction did not trigger retries
