3761610 - Content of manifest file 'sapmanifest.mf' does not match requirement

Symptom

SWPM is not accepting the SAPEXE.SAR files for kernel 722 PL1500. The error shown in sapinst_dev.log is like following.

Requested Archives: SAPEXE (checks are listed in reverse order)
Checking archive 'SAPEXE.SAR (any version supporting your release)' ('SAPEXE'): Not found
Manifest Content
-- '<path>/SAPEXE.SAR': Content of manifest file 'sapmanifest.mf' does not match requirement.

The option "Selected Service: SAP Business Suite 7i 2013 Support Release 2 > EHP3 for SAP SRM 7.0 ABAP Support Release 2 > <DB type> > System Copy > Target System > Distributed System > Based on AS ABAP > ASCS Instance (NW_ABAP_ASCS|ind|ind|ind|ind)" was selected before in SWPM.
