3761744 - Keep order change date unchanged at PM_ORDER preprocessing run

Symptom

Archiving activities for maintenance orders should be executed regularly, regardless whether residence times are used or more complex ILM rules. Both concepts rely on the order's last change date, which normally is updated both by setting the deletion flag and the deletion indicator:

Reorganizing an order requires three steps:

1. Setting the delete flag (can be reset)
2. Setting the final deletion indicator (cannot be reset)
3. Reorganizing (writing the object to an archive file and physically deleting it from the system)

- Residence time 1 determines the time interval that must elapse between setting the delete flag (step 1) and setting the deletion indicator (step 2).
- Residence time 2 determines the time that must elapse between setting the deletion indicator (step 2) and reorganizing the object (step 3).

If neither the deletion flags nor the deletion inidicators for orders are set in a timely/periodic manner, the result are large quantities of old orders where the last change date equals the date when the order was closed.

How can these orders be archived immediately without changing the customizing (setting the residence times to zero) and without adjusting ILM rules?
