3762422 - Error "empty/invalid country/region value mentioned" when delimiting address without country via import or odata upsert — SAP SuccessFactors Employee Central

• Error when attempting to delimit address information without providing a country value.
• Error message: "Empty/Invalid country/region value mentioned. Only 3-letter ISO codes for countries/regions are supported."
• Import employee data with operation DELIMIT fails if country is not provided, but succeeds if country is provided.
• The same error occurs when the address is delimited via external integration using OData Upsert.

1. Perform a Hire/Rehire for a user.
2. Import Employee Data for the address portlet (e.g., PerAddressDEFLT) using operation DELIMIT without including the country field.
3. Observe the error: "Empty/Invalid country/region value mentioned. Only 3-letter ISO codes for countries/regions are supported."
4. Repeat the DELIMIT via OData Upsert without country and observe the same error.

• As of the 1H 2026 release, validation for country-related fields was enhanced to be consistently applied across channels. This led to country validation being enforced even when performing DELIMIT operations.
• For OData Upsert DELIMIT, this validation is unnecessary and has been identified as an issue to be reverted to skip country validation during DELIMIT.
• Import behavior also enforces country validation when the country is not provided.

• The solution of this issue is currently under investigation.

Temporary Workaround: include the country field using a valid 3-letter ISO country code in the address record when performing DELIMIT via Import Employee Data or OData Upsert.
