3762744 - IAS Access Denied when using Authorization Policies

• Accounts governed by authorization policies that previously allowed read and update of users can no longer access the IAS administration console.
• Users with full administrator access can still access the IAS administration console.
• Administrators who are assigned only the Read Users permission will encounter the same screen, regardless of whether policy-based authorization is enabled or not.
