Symptom
Cost Rates with Unit of Measurement Percentage for activity types with overtime is not applying at the same time to Overtime cost rates for the same activity with UoM Hour.
Environment
SAP S/4HANA Cloud Public Edition
Reproducing the Issue
- Create a customer project and a work package flagged as Extra Hours.
- Assign role, effort, and allocate a specific resource (personnel number) to the work package.
- In the Manage Cost Rates – Services app, create a cost rate entry with UoM Hour for the intended overtime category and personnel number (base rate).
- Create a second cost rate entry for the same overtime category and personnel number with UoM Percentage, specifying the desired uplift percentage.
- Recalculate planned costs in project planning and save.
- Have the resource record time against the Extra Hours work package in Manage My Timesheet, selecting the overtime category; approve the timesheet.
- Observe that only the base hourly rate is applied; the percentage entry has no effect.
Cause
The cost rate selection logic chooses a single best-match rate for an activity allocation and does not stack multiple rates. Thus, Percentage UoM entries are not applied as a surcharge on top of an hourly rate. The system also does not combine rates.
Resolution
Maintain two distinct Hour-based cost rates for the activity type:
1. Regular hours: UoM Hour with the overtime category left blank (base rate for normal work).
2. Overtime: UoM Hour with the relevant overtime category maintained and the full overtime hourly amount (already includes any uplift).
