3763222 - PPF action /SCWM/PDO_01_WAVE is not triggered when ODO is distributed to EWM

Symptom

For an Outbound Delivery Order, the PPF action /SCWM/PDO_01_WAVE (Assign Warehouse Request to Wave) is not triggered/created successfully at the time when the ODO is created in EWM, even though the necessary PPF action customizing is maintained and all of PPF action's conditions are met.
