3763256 - DVDs like S4HANAOP109_* are not calculated by MP

Symptom

When generating stack xml file via MP for S/4HANA conversion, no DVDs like S4HANAOP109_* are included in the stack xml file or download basket. If the generated stack xml file is uploaded in SUM, SUM will show the error "Could not find suitable DVDs for product ERP required for the procedure."
