3763766 - find maintenance order: operations tab shows "no items available" for some users due to missing effective authorizations

Symptom

In the Fiori app Find Maintenance Order (F2175), maintenance order header data may be visible, but the Operations tab shows No items available or no operation lines are loaded.

When authorization analysis is performed immediately after the failure (for example, transaction SU53), the system may report missing transaction codes IW33, IW39, and IW49N under authorization object I_TCODE, even though the affected user role already contains these transaction codes in PFCG.
