3763938 - MRR 16 meter reading estimation uses extrapolation instead of interpolation when a subsequent reading exists

• When a meter reading document or order with reading reason 16 (reading before programming/adjustment) exists and a subsequent meter reading result with a later date is available, the system performs extrapolation instead of interpolation during estimation.
• The same behavior prevents meaningful estimation for MRR 11 (reading after programming/adjustment) via standard transactions.
• Estimation produces an overflow into the subsequent meter reading document instead of calculating an interpolated value.
• The subsequent meter reading result is not considered during estimation.
