3764369 - Authorization check is not performed or ignored during archivelink attachment creation

Scenario 1：

Authorization object S_WFAR_OBJ have been correctly configured to restrict Archivelink creation but the value is not checked during the upload behavior.

Scenario 2：

Authorization object S_WFAR_OBJ have been correctly configured to restrict Archivelink creation, the authorization checked is performed but upload can be continued regardless the check result failed.

Check failed result can be confirmed in SU53
