Offer approvers unable to access detailed Candidate Application information directly during the offer approval process from Candidate Offers list.

By design, offer approvers have access only to the Offer Approval form itself — they cannot natively navigate to the full candidate application, profile, interview information, or attachments from within the Offer approval workflow. This has been confirmed as "working as designed" by SAP Support, and is treated as a product enhancement request. 

Specifically, offer approvers who are not assigned as operators (e.g., Recruiter, Hiring Manager) on the job requisition have no visibility into the Candidate Job Application data via Job requisitions too — only the Offer Approval form is accessible to them.

The users who are assigned as operators to the requisition, they get full visibility to the job application but the application has to be accessed via Recruiting > Job req ID > Candidate's application only.
