Symptom

Errors occur in Talent Intelligence Hub "Manage Banners" tool when trying to create a new banner:

- Error message: "An application error occurred. Please try again later, or notify support if the issue keeps occurring."

- Error message: "You don't have the required permissions to upload the file."
