Symptom
When attempting to upload a PDF file to CPQ, error is thrown indicating the PDF file is password protected, even though it is not.
Environment

Reproducing the Issue
- Go to the quote’s Documents tab.
- Attempt to upload a PDF file.
- Observe the error message stating the PDF is password protected.
Cause
The PDF has permission restrictions (for example, commenting, editing, filling form fields) that are technically implemented via encryption. The antivirus/malware scanning identifies the file as encrypted and blocks the upload.
Resolution
- Open the affected PDF in any standard PDF viewer (for example, a web browser or a common PDF reader).
- Choose Print.
- Select a “Print to PDF” option to generate a new PDF file and save it.
- Upload the newly created PDF to CPQ.
