3765533 - RFQ output not sent to Ariba due to error MMPUR_INTR_SOA017 - SAP S/4HANA

Symptom

RFQs created via Fiori app (e.g., Manage RFQs, Process Purchase Requisitions, Process Purchase Requisitions (V2)) is not moving to Ariba Network due to error "Error sending message EDI_MMPUR_RFQS4REQUEST_OUT_SPRX for REQUEST_FOR_QUOTATION XXXXXX EXTERNAL_REQUEST".

In SLG1 transaction, the error message "Enter country/region information for item in the central RFQ" can be found.
