3765956 - When to expect the release of a specific QM function module / BAPI?

Symptom

There is the question, when a specific function module or BAPI - like BAPI_INSPECTIONPLAN_CHANGE - will be released?

In transaction SE37 for the affected function module, the 'Not released' text is visible instead of the field 'Released on' with a valid from date.

However, there is the business need to use the function module / BAPI.
