3767054 - Unable to add the same username as both an operator and a customer user in the Cloud Control Center

Symptom

Even with the option 'Allow Operators to Assign Themselves as Users on Customer's Tenants' set to On, it is not possible to add the same username as both an operator and a customer user in the Cloud Control Center.
