Symptom
- URLs containing encoded characters are rendered correctly on the page (for example,
example%4L%LQt) - After clicking the link, the URL changes (for example, becomes
example%LQt) - The modified URL results in a bad request (HTTP 400)
- Manually pasting the original encoded URL into the browser works as expected
- Issue observed after upgrading to SAP Commerce 2211 with JDK 21
