3767295 - Encoded URLs change after click leading to bad request in SAP Commerce 2211 (JDK 21)

Symptom

  • URLs containing encoded characters are rendered correctly on the page (for example, example%4L%LQt)
  • After clicking the link, the URL changes (for example, becomes example%LQt)
  • The modified URL results in a bad request (HTTP 400)
  • Manually pasting the original encoded URL into the browser works as expected
  • Issue observed after upgrading to SAP Commerce 2211 with JDK 21
