Symptom
- The Mandatory Change Record setting for BOM Usage 1 does not prevent BOM changes without a Change Record.
- After enabling the Mandatory CR setting, changes to the BOM can still be made and saved without assigning or using a Change Record.
- No error or warning message is displayed when changing or saving a BOM without Change Record

Reproducing the Issue
- Open CBC configuration activity Define Control Data for BOM Usage.
- Maintain BOM Usage 1.
- Check the field Mandatory CR.
- Save the configuration.
- Create or maintain a BOM with BOM Usage 1.
- Open the BOM in the Maintain Bill of Material app.
- Change the BOM without assigning or using a Change Record.
- Save the BOM.

Resolution
The Configuration activity 'Define Control Data for BOM Usage' setting “Mandatory CR” is not supported in SAP S/4HANA Cloud Public Edition for enforcing Change Record assignment; therefore it does not block BOM changes without a Change Record.
If you want to track BOM changes via an Engineering Change Number, It is possible to make Change Number mandatory during BOM creation or BOM update operations by using the restriction Authorization to Edit BOMs Without a Change Number
The restriction type C_STUE_NOC is applicable for the Maintain Bill of Material (App Id: F1813) and (App Id: F1813A) apps.
There is currently no way to restrict the creation or change of BOMs without a Change Number in other applications such as Create Bill of Material (CS01) or Change Bill of Material (CS02)
