3767470 - When running Prelimineray DME, the number of 'Selected Personnel Numbers' is different to the 'Selected Payments'

Symptom

User runs Preliminary DME - Data Medium Exchange program and notices that the number of selected employees is smaller than the number of selected payments:

This is observed in rows "Selected Payments" and "Selected Personnel Numbers" of 'Statistics', in the log of the report.
