Adding Hiring Manager and HRBP directly in the Roles field of the email template is not supported and prevents the notification from being delivered. The correct approach is to configure a dynamic group containing those roles and use the group as the CC recipient instead.

1. Create a dynamic group that includes the Hiring Manager and HRBP roles.
2. Open the Onboarding email template "I9 Section 3 Initiated for employee."
3. In the CC field, remove any direct Hiring Manager and HRBP role entries from the Roles option.
4. Add the dynamic group as the CC recipient instead.
5. Confirm that the intended recipients exist in Employee Profile. Both active and inactive users in Employee Profile are eligible to receive the notification.
6. Save the template and test the notification to confirm the email is delivered correctly.
