3767778 - Change layout button is not displayed in hierarchical ALV display output

Symptom

  • In hierarchical ALV output, the Change Layout button is not displayed on the toolbar after an upgrade.
  • The Settings (gear) button is available, but layout options show no Save, Choose, or Manage entries; related menu items are disabled.
  • No error message is displayed.
