Symptom
After a system refresh or environment copy from a source that has been migrated to the No-PFS (Cloud Foundry) environment, Onboarding and Offboarding document templates cannot be configured or uploaded in the destination system. The following error may be observed:
"Http Status Code 403; File could not be updated in PFS."
NOTE: The resolution from KBA 3719972 does not apply in this scenario. See the Cause section for details.

Reproducing the Issue
- Perform a system copy or refresh where the source has been migrated to the No-PFS/Cloud Foundry setup.
- Navigate to Admin Center > Onboarding and Offboarding Document Templates in the destination system.
- Attempt to add or upload a document template.
- Observe the error.
Cause
When a system on the No-PFS/Cloud Foundry environment is copied, the destination inherits the ONB2PfsCfMultiTenantKey SYS_CONFIG flag value of 1 from the source. Unlike the source, the destination does not carry the Cloud Foundry PFS configuration required to support that flag value, causing document template errors.
The resolution in KBA 3719972 (resetting ONB2PfsCfMultiTenantKey to 0) is not applicable here. On No-PFS/Cloud Foundry environments, resetting the flag to 0 redirects the system to the decommissioned NEO Print Form Service and introduces further issues.
Resolution
For Live Customer(s) and Implementation Partner(s) and Consultant(s)
- Do not follow the steps in KBA 3719972 for this scenario.
- Submit a support case to SAP SuccessFactors Cloud Product Support via SAP for Me.
- Provide the following details in the case:
- Company ID and Data Center of the affected destination system.
- Confirmation that the source system was on a No-PFS/Cloud Foundry environment.
- Reference to this KBA.
- SAP Support will investigate and apply the appropriate fix for the destination environment.
