3768566 - PGP keyring cleared when replacing a key in Cloud Integration

After uploading a new PGP public key using the Replace action in the PGP Keys section of the Security Material monitor in Cloud Integration, all previously existing PGP keys are removed from the key store. Only the newly uploaded key remains visible after the operation completes.

The Replace action is intended to update an expired or outdated key, however the result is that the entire keyring is overwritten.
