Symptom
When the “Observer Must Be Primary Manager” setting is set to “Yes” in LMS Admin, it may still be possible to search for and request observation from users other than the learner’s primary manager, within the SuccessFactors native mobile apps. Depending on the customer’s LMS configuration and the workflow state of the item, the user’s primary manager may be correctly displayed in the mobile apps, but with the ability to remove the request and/or add other non-manager observers.

Reproducing the Issue
The native mobile apps have not yet adopted this new LMS feature. When the “Primary Manager” option is selected, the expected behavior (available on web from 1H 2026) limits observation requests to the user’s primary manager, and prevent searches and requests for any other observers. Existing pending observations which pre-date use of this new feature may continue to be visible on web and mobile until the observation is completed, as they were not deleted or migrated as part of the business rules enhancement in the 1H 2026 update

Resolution
We plan to enhance this issue in an upcoming monthly update, prior to the 2H 2026 major release.
