3768754 - Quotas are not visible across hierarchy, territory accounts cannot be opened, and export/download fails - SAP Territory and Quota

• Users cannot view quota allocations at multiple hierarchy levels (including sf, regional, area, territory).
• Opening or viewing territory accounts does not work.
• Data export/download from the UI fails; counts do not load.
• Territory view tabs (for example, alignments) do not load when a territory is selected.
• In the territory tree, the revenue column does not display quotas.
• Error: ORA-00904: "TQ"."LOCKEDBY": invalid identifier
• Error: CALD_12015:E: Query Execution Error. Check server logs.
