3768925 - CIF queues stuck in Ready/Running/Waiting status due to bgRFC configuration

Symptom

• CIF queues do not process automatically even though they are registered and activated.  
• In transaction SMQ2, CF* queues (e.g., CFPLO*) remain in status READY/RUNNING/WAITING, not waiting for other queues.  
• No dumps in transaction ST22 and not possible to run or debug the queue; no error in transaction /SAPAPO/CPP too.  
• Orders newly created and visible in transaction MD04 are not visible in transaction /SAPAPO/RRP3.  
• Transaction /SAPAPO/CCR shows “CIF152 missing in APO”.
