3769139 - No new tasks received in task center when tasks originate from build process automation

• No new tasks are received or displayed in task center.
• The same tasks are visible in the SAP Build Process Automation (SBPA) inbox.
• Task center service cache export shows the newly created tasks are received but not shown in the task center UI.
• Attempting to act on older/stale tasks in task center can return an HTTP 500 error.
