3769203 - SFTP Connection Issue: IOException: End of IO Stream Read error

Symptom

- Reported receiving the error "com.jcraft.jsch.JSchException: Session.connect: java.io.IOException: End of IO Stream Read error" while attempting to connect to the SFTP server.
- The issue began after upgrading the system from Lowe SP's to SP28 and onwards.
- Attempts to apply the note 3317815 - SFTP Changes to comply with Protocol Version Exchange RFC4253 were unsuccessful as it did not comply with the system.
