3769493 - Purchase requisition is not created automatically for external processing operation in production order

• When converting a planned order to a production order in Manage Planned Orders app, purchase requisition is not generated automatically for external processing operation of the production order.
• The issue doesn't exist if converting the planned order via Convert Planned Order - to Production Order app (CO40).

SAP S/4HANA Cloud Public Edition

1. Create a planned order and convert it to a production order using the Manage Planned Orders app.
2. Open the created production order and locate an operation with an external processing control key.
3. Check the operation’s external processing section,
4. Observe that a purchase requisition is not created and the "Res./Purc. req." indicator is "1 - Never".

Purchase requisition creation was stopped because system message ME 546 is configured as Error in configuration activity 102364 - Define Attributes of System Messages.
In the Fiori app Manage Planned Orders, a different code path evaluates message control during planned order conversion, so setting ME 546 to Error prevents PR creation.

1. Open configuration activity 102364 - Define Attributes of System Messages.
2. Locate message ME 546.
3. Change the message category from Error to Warning.
4. Save the configuration.
5. Re-test by converting a planned order to a production order in the Manage Planned Orders app and verify that the purchase requisition is created for the external processing operation.
