3769538 - Served license does not come up on DR after failover with flexnet error -21,126 and license version mismatch - SAP ASE

• ASM license does not start on the DR environment after failover.
  Error: "SySAM: Failed to obtain license(s) for ASE_ASM feature from License Server."
  Error: "SySAM: Licenses exist for ASE, but a license containing the configured (PE=EE;AS=S) attributes could not be obtained."
  Error: "SySAM: License file does not support this version. ASE requires a license version of 2024.0114 or greater but only licenses for previous releases are available."
  Error: "SySAM: Application version > License version: 2024.0114 > 2021.12310"
  Error: "SySAM: FlexNet Licensing error:-21,126"
• Checked for an ASM license dated December 31, 2021, but found that all ASE licenses were newer than the application version. 
• There was no error message in SYBASE.log under SySAM Directory. 
• When running sysam diag -a on the host where SySAM server is running, FlexNet error -21,126 occurred.
