3770440 - Error CK007 "Plant not assigned to a controlling area" during billing creation for Brazil company codes in S/4HANA

Symptom

During billing document creation in transaction VF01, the following error message is triggered for Brazil company codes:
CK007 – Plant <XXXX> is not assigned to a controlling area

Up to ECC 6.0, billing worked without this error. The error occurs only for Brazil company codes after migration to S/4HANA.
