3770710 - Proficiency scales module missing and skill proficiency levels unavailable

• Unable to create, view, or maintain proficiency levels for skills.
• The module for maintaining proficiency scales in the Configuration and Settings application is not visible.
• Skills are treated as generic skills without any associated proficiency level in maintenance screens.
• Previously assigned proficiency levels are still displayed when editing a person.
• When creating or editing a skill, a proficiency scale cannot be assigned.
• When assigning a skill to a person, no option is available to select a proficiency level.
