3771167 - Dynamic Property for Opportunity Sections Requires Header-Level Configuration

A dynamic layout attribute rule created at the section level (such as Contacts, Products, or Involved Parties) does not control the visibility of action bar buttons (e.g., Add and Create buttons) within that section. The same rule functions as expected only when created at the Opportunity Header level.
