3771331 - When importing projects into a new project some objects are getting skipped in Information Steward 4.x

While trying to replicate a project in the same Information Steward repository, some of the rules are getting skipped. 

The following errors might also be observed:

• Rule <> is skipped because the rule state is locked or the same rule exists in another project. (UIM-10056)
• The state of rule <> does not allow bindings to be applied or imported. Unlock the rule and try again. (UIM-10153)
• Failed to import binding of rule <> on table <>. Skipping import of this rule binding. (UIM-10143)
