3772343 - Cannot find svc-ai-joule-copilot-api-access API when integrating Joule with Mcirosoft Copilot

Symptom

Try to integrate Joule with Microsoft Copilot.
When following blog Enable Joule to Pass Requests to Microsoft Copilot and Teams > Configure API Permissions > step 6: Choose svc-ai-joule-copilot-api-access, there is no API named as svc-ai-joule-copilot-api-access.
