3772406 - System behavior change from S/4HANA 2022: Charge item created based on purchasing organization when no carrier is maintained

Symptom

• Customer upgraded the system from 2021 or earlier releases to S4Hana 2022 or higher release.
• When there is no carrier maintained, the system creates a charge item based on the purchasing organization instead of raising an error.
