3772430 - Error "No transaction handler installed" while sending IDoc to PO System

Symptom

IDOCs are stuck in sender system and SM58 T-code shows the error "check TID fault: No Transaction handler is installed Unable to process it" and in PO system log viewer shows the below error,
[EXCEPTION]
com.sap.conn.jco.JCoRuntimeException: (136) JCO_ERROR_ILLEGAL_STATE: No transaction handler is installed. Unable to process tRFC/qRFC requests.
